Removing bans - who is doing it?

I would like to know, who is removing bans from banlist.
For example, papan, a chronic teamkiller was unbanned almost three times in the last time. Today I found him in game again. Or the player the-1-who-killed-you, I banned him two or three times for spamming or insulting. I found him ingame today again, and what was he doing? Insulting.
When someone does have a permanent ban, it should be left permanent. All permanently banned players are chronic cheaters, insulters and teamkillers, so there is no reason to unban them.

Yeah ! someone UNBAN that the-1-who-killed-you ! that guy MUST get PERM ban ! DONT EVEN THINK TO REMOVE THAT ..

I just can not believe that it still makes fun to him, to be teamkilling for 2 years...

i cant belive he keeps playing that game, i mean teamkillers just tk few days and go to next game and start again
