You should stop downloadind anything before you are gaming, maybe stop xfire and/or gametracker too.
Verify that youd did'nt have anybody who's using your connection (like a second computer, some tv by Internet,etc...)

Agree with you =(c)=aliftdm but check too than your not too far of the serv. (pinoy serv is very far of you) and don't be affrayed if you've a higher ping with this one!

Please keep in mind that players with excessively high ping values (>400) will be kicked by the server Admins. It is mentioned quite clearly in the Cobrans community rules that "[...] Players with exaggerated pings over 400 will be automatically removed from the servers – these will usually be caused by insufficient bandwidth and can be easily resolved with troubleshooting. [...]"

where is the pinoy server located anyway? I live in the Philippines, yet I still have 390 ping, I have 2.5mb connection

The Pinoy server is located in Germany. I don't know the exact location though.
